Well, 50GB per month comes in at far less than 2799... so... yeah, you should get faster with more for less.
For standard usage, no tweaking *should* be required up to 100Mbit/s. Some users might want to tweak their MTUs and so forth but to be frank this shouldn't be required on XP SP2 or later.
Naturally, we run a few basic tests during installation to make sure the network is doing what we want it to.
It really does depend on where you download from - we can pull 80-100Mbit/s from Microsoft or Apple or Nvidia and so forth no sweat - other servers might have limitations on them since they might be shared or in a country that doesn't have fantastic internet.
You would also notice from mirrors.hns.net.in we were getting about 11Mbyte/s, which is pretty close to 100Mbit/s. If I had been on a machine that was connected to a Gigabit switch, it would have come through at about 800Mbit/s (so I am told).
As the "Hayai Zone" increases, so will you be able to download from more sites at faster speeds - and without eating in to your bandwidth caps (where applicable). We have filed an application to host a Sourceforge mirror, we are waiting on an Akamai box (which will mirror Apple and others), and I think most Google-ish things (including Youtube) will go through our 1Gbit/s direct peer with Google.
Generally speaking, in the Hayai Zone, you should get very close to 100Mbit/s or even more in some cases. The computer I used for those tests was not tuned to the best of my knowledge, and if it was, it wasn't tuned by me.
I want to run even more tests with some brand-new completely open pipes to show what we really can get from outside of India as soon as I am able to.
